Carrie Perry: Can healing horses live next to a subdivision?
Carrie Perry brings together the essence of Oregon: community, caring and a love of the land. A Measure 37 claim threatens all three.
About 16 years ago, Carrie had a devastating stroke which left her weak and nearly blind. When her husband bought her a horse, Carrie began to gain strength and energy. Her eyesight improved and her depression lifted.
Eager to share the gift of therapeutic riding with others, Carrie founded Blue Heaven Academy, a nonprofit she operates as a volunteer. With the help of a Meyer Memorial Trust Grant, she built a 14,000 square foot facility on seven acres near Eagle Creek, in Clackamas County.
Carrie and other volunteers work with people suffering from a range of disabilities — from cerebral palsy to head injuries to autism. She also helps adolescents manage severe emotional, behavior and anger problems. The academy works with about 50 people each week.
But now, a developer wants to build 18 houses next to Blue Heaven using a Measure 37 claim. What could a subdivision mean to this rural therapy center? Many things, none positive.
Primarily, Carrie worries about conflicts between urban and rural land uses. What effect will construction noise and disturbance have on horses — and how will the residents of 18 homes treat these special animals? Will her special-needs clients be protected and feel safe right next to a suburban-style housing development?
What will happen to the groundwater when 18 homes are built on the fragile slope above Blue Heaven? And how will the winding country access road accommodate so many residents?
Carrie knows that many property owners across the state, whether they are running a business or making a home, will be affected in ways similar to her.
Carrie feels many Oregonians didn’t realize the impact of Measure 37 when they voted for it. “I’m trying to read the original ballot measure right now, and it doesn’t make any sense.”
Measure 37 doesn’t make much sense for most Oregonians. That’s why Carrie and people like her are supporting Measure 49.
