Flaw 32: No standards for measuring Measure 37 claims
Measure 37 provides no guidance or standards for compensating landowners or calculating the impact of land use regulations on property values. In the single case where a government has offered to pay compensation for a claim, the claimant refused the $47,500 compensation offered by the City of Prineville based on their claim to build a single home. Instead, the claimant refiled, demanding the right to build a restaurant and motel or compensation of in excess of $4,000,000.
